The seminar ‘The right to housing in times of crisis: European experience and Ukrainian perspectives’ will take place on Friday, 23 January 2026, from 2:00 p.m. to 4:00 p.m. in a hybrid format:

This seminar marks the conclusion of the Visiting Fellowship of Dr. Natalia Mishyna, an Associate Member of the SAGE Laboratory and an ITI MAKErS visiting scholar. The event explores the intersection of the fundamental right to housing, European social standards, and the post-war reconstruction of Ukraine. It aims to present critical challenges faced by displaced Ukrainians and initiate a comparative dialogue based on French social housing (logement social) models.

- the French model of logement social: lessons for Ukraine.
- housing rights of temporarily protected persons in the EU.

Speakers and Participants
- Dr. Natalia Mishyna (in person), Associate Member of the SAGE Laboratory (University of Strasbourg), ITI MAKErS Visiting Fellow. Her research focuses on the role of the municipal bodies in the protection of fundamental human rights in times of crisis.
- Dr. Alla Fedorova (in person), Associate Professor at the Faculty of Law, Palacký University Olomouc. She is a member of the European Committee of Social Rights of the Council of Europe, specializing in the legal frameworks for vulnerable populations and displaced persons.
- Iryna Ostapa, Senior Project Officer at the Department of Social Rights, Council of Europe. She leads the project “Strengthening the social dimension in Ukraine” and focuses on aligning Ukrainian social policy with European standards.
- Dr. Ganna Khrystova, Head of the Kyiv Office of the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine. She is a Doctor of Law (Dr.hab) with extensive experience in international legal mechanisms for human rights protection.
- JUDr. Ondrej Hamuľák, Ph.D. Vice-dean for Science and Research at the Faculty of Law, Palacký University Olomouc. His research interests include EU constitutional law and the interaction between European and national legal systems,
- Dr. Olena Sviatun, Associate Professor at the Institute of International Relations, Taras Shevchenko National University of Kyiv, and Researcher at the Faculty of Law, Palacký University Olomouc. She specializes in European Union law and international cooperation.
- Representatives from the SAGE Laboratory and ITI MAKErS. Experts and researchers specializing in the regulation of European society, social actors, and interdisciplinary approaches to human rights.
