Séminaire Doctoral  Une "Europe de la santé" : passé et présent

L’année 2020 a été marquée par une situation d’urgence pandémique inédite et une reconfiguration politique européenne majeure. Elle pose la question d’une Europe sanitaire et sociale dans le monde globalisé des pandémies. Pour penser la situation actuelle, le projet propose un retour aux sources de la construction européenne sectorielle : le projet oublié d’une Communauté Européenne de la Santé (CES) entre 1948 et 1957. Le séminaire cherche à contextualiser cette initiative de politiques et relations internationales, sanitaires et sociales par trois entrées interdisciplinaires :

  1. l’analyse des données épidémiologiques et de santé publique de l’époque ;
  2. une analyse en termes de science politique de la dynamique de la construction européenne comme échelon intermédiaire entre les autorités nationales et les organisations internationales émergentes ;
  3. une entrée par le droit qui combinera une analyse des procès des crimes de guerre médicaux, la question de l’épuration et des liens d’intérêts et des continuités professionnels dans le secteur de la santé et celle d’un droit médical international.

Le séminaire suivra les trois axes du projet en interdisciplinaire : santé, sciences politiques et droit en complétant les travaux engagés.
